Say what one will about Jim Tedisco, but you're the only person who would describe him as "nonpartisan."

Nobody in NYS politics partisan grandstands quite like him, aside from Chuck Schumer.

No, I'm not saying Jim's release is nonpartisan, but that my take on it is. i.e. I preferred the liberal Democratic NYC mayor's pre-K plan, because it would have taxed rich New Yorkers, as opposed to foisting universal pre-K on the rest of us and making us pay for it -- which is what our brilliant bipartisan Albany leaders came up with instead.
