This was probably a typo on your end but the Defense Authorization Act authorizes (military) detentions of BOTH U.S. Citizens & non-U.S. citizens...not just non-US citizens.

It wasn't a typo. I don't believe Gibson agrees with your interpretation of the bill, but I realize there's some dispute about it and have not investigated the matter myself.

Regardless of whether he agrees with it or not, that's what the bill allows & just about every news outlet is reporting it as such. For example:
