Lots of good ideas in this budget blueprint released today by the fiscally conservative Empire Center for New York State Policy. My favorite is abolishing the state's stem cell research initiative (saving $66 million in the next fiscal year, and another $163 million the year after). Also good, stopping the scam of middle-class families putting relatives in nursing homes on Medicaid (pages 9-10), and reducing judiciary staffing (which has ballooned in recent years). Less good, proposals to let last year's recent tax hike on the rich sunset, and to index income taxes for inflation, both of which would actually cost revenue.
