Who's in charge of Tedisco campaign?

Republican congressional candidate Jim Tedisco reacted to yesterday's disastrous Siena poll results by saying he was going to take personal charge of his campaign and cut out the negative ads against Democrat Scott Murphy. But now comes word that the NRCC intends to keep running those ads anyway. The poll showed the ads have actually been counterproductive, and no wonder. The would-be emotional one saying Murphy created jobs in India, and ending "He just doesn't get it," may be the lamest political ad ever. So all that GOP fund-raising is going for naught. On Fred Dicker's radio show (Talk 1300) this morning, Tedisco seemed to be laying the groundwork for a claim that campaign laws prevent him from controlling or coordinating with independent groups. He would look weak and foolish if he does take that position, which would essentially be that the big, bad FEC won't let me say anything. I'm trying to get a clarification on this, and will post one if I do.
